Psalm 109:8 - Scripture justifying presidentail assassination?

May his days be few; may another take his place of
leadership. Psalm 109:8

A friend of mine passed this video on to me.

Frank Schaeffer was interviewed. He and his father helped found the modern religious right movement, but Frank has since "repented".

At this point in my spiritual life, i am not sure how to handle Frank Schaeffer. But since I read the Scripture being quoted, I can see it is being misquoted. And i can see how the verse, Psalm 109:9 following can be seen as call to assassination:

May his children be fatherless and his wife a widow.
